I switched from IE to Edge a couple of months ago due to compatability issues on some sites, but I don't see what the OP sees either on my HP laptop.

 

Of course I use AdBlock+ (free), so maybe that blocks what the OP sees.

That is not cause by Edge, it is a nuisance called Web Bar or sometimes it goes by another name like Google bar . . .

Press Ctrl + Shift + Esc to open Task Manager

Scroll down to find Wb. exe - on the right it should say Web Bar in the Description

Right click that and choose 'End Task

Does that get rid of this annoyance?

If so, go to Control Panel - Programs and Features

Scroll to the bottom of the list of installed Apps, then find and Uninstall Web Bar"

I actually get this from time to time on my ipad.  It seems to me and I'm not sure I'm right that the content doesn't load properly and then gets blocked in some way.  The only way it corrects itself is if I start over.  I have Edge on my new laptop and don't have that problem, but sometimes ads that show up do the same thing unless I scroll back up to the top.  It's annoying.  Yours may have something to do with ad content, but I'm not sure.
