Did you not have your iPad backed up to iCloud? It sounds like you are unnecessarily making things difficult for yourself.

I hope you guys didn't lose your pix...You need to make sure that any photos or videos taken using the phone are transferred to your iTunes account using a PC or Mac, then delete from your phone. You can then store those things in the cloud, and access them on the phone that way. I have a feeling that you lost these items during the update because the only version was on your phone. The phone and pad only store photos and videos taken with the device for 30 days. Then they are automatically removed. Search - photos stored in photo stream for further information.

Just for clarification, you are talking about two separate things. Your iCloud backup (which stores your settings, apps, photos, videos, etc.) is stored indefinitely. Your PhotoStream, which is your temporary iCloud storage to access photos between multiple devices stores them for 30 days.
