This is caused by your video card.  Get into the device manager, delete the video card or chip and restart.  Let windows reinstall the video and see if things return to normal.

I thought of a few other things to try.  Is your computer set to "protrait" or "landscape?"  Follow @gardenman's instructions to check on that.  Set on "landscape."

 

Also, you could try doing a "restore" to the date when your monitor was full screen.
