Buffering on Computer

My hubby & I received our new Dell Touch computer last week. I love it but I have 1 question. When we log on to watch tv shows or watch QVC everything starts out fine but them the screen freezes in the middle and takes a few seconds to start again. Sometimes it unfreezes on its own and sometimes you have to click the screen. Our old computer did this also but I thought it was just because our computer was older. My hubby said it's buffering but I don't know what that means and why it does it. Any computer savvy people out there that can answer this for me. Thanks!!!
