@suzyQ3 when I mentioned substance abuse (i.e alcohol or controlled substances) and or the actions were intentional I was only giving possible reasons/explanations as to why someone would leave a child in a car all day.

Flint story came up when I googled. It said the child was left outside of a Pawn shop, by the highway. Child was returned to the mother and child protective services were following up. The child was taken to the hospital and was fine. Nothing about how the child ended up with the mother.

I read the article about the child in Flint. In the search, sadly the abandonding of children happens quite frequently. Several stories.
