First, the only way you can take off ios upgrade is to return to factory settings.
Have you hard closed all your open programs? You do this by double clicking the home button and then swiping up on each open program.
If you've done that already then I would try a hard shut down. Hold the power button down until it asks you if you want to turn off your ipad. Swipe the bar to turn it off. Wait a minute then you can turn it back on and see if that helps.

I don't understand this part. iOS is already on the iPad. It's the operating system. What do you mean you just installed it?
How long had you been using your iPad when the battery started decreasing? Was it at 100% and you literally watched it tick down as you were watching the screen or were you using it for a few hours and it started to decrease? I don't think your post gives us enough information. My WIFI is always turned on as I'm on my iPad a lot. I never go in and turn it off. If I turn it off, then I can't use it.
I'll be happy to try and help you, but I think we need a little more info.

Hi Gidget you're absolutely right. I didn't give enough info. I installed iOS 7.1.1 . You're right iPad does come with iOS. I guess I should have said I upgraded instead of installed. As for your questions, I installed iOS 7 and I noticed that the battery percentage on my iPad began to decrease from 100%. The rep at Apple care had me doing a lot of things like turning off settings that used a lot of battery life and that if I let my battery go down to 0 then I need to plug it in and see how long it takes to go back to 100%. Its a relatively new iPad bought in September. The rep said that if letting the battery go down didn't work I'd have to do a restore to new using someone's iTunes on their computer to restore or taking it into the Apple Store for the restore. Yes, my WiFi is always turned on too and I also use my iPad a lot. I had to turn off Bluetooth since I don't use it at all. We closed down the apps that I had on my iPad also.

SusyQ22a, go to an Apple store if you can. Your iPad may have developed a defect.
ETA: Did you turn off Bluetooth in Settings after installing 7.1.1? Having it on drains the battery.
