I would have done the same thing, only I would have called the police and had her arrested. Why, because she'll do it again, only next time, a kind person like yourself won't be there to protect her kids!

And if the police didn't arrest her?
What would you do then?
I highly doubt that the po-po would have arrested her because they would have seen that the kids were unhurt, and were with her.

You mention filing taxes so I do not know if this is at school or an office. If it's the latter I would have suggested she bring the children in. It is not your job to demand she do this. If she chose not to, I'd inform the police.
By law, teachers have to report abuse to law inforcement.
This was not abuse.

I'm sure that most mothers would leave the kids home with their father if that was an option. But there may not be a father. Or he may have been working. Or away on business. Or ill. When I was married, I left my kids home with my husband whenever I could. But when I became a single parent, I no longer had that option. So I can't judge her for bringing the kids along.
The issue is not that she didn't leave them home with their father or anyone else. The issue is that she left them unattended in a car. There are lots of things that can go wrong in that situation.
I do agree with you that it's unikely this was the first time she did this. Her attitude about it seems to indicate that this is a habit.

Agree. An 8 year old is usually ok to be alone for that length of time. I can't imagine this woman was leaving her children in the car alone (with the engine off in 45 degree weather) to sit in the tax office for an hour. If that was her plan, I totally agree with the OPs action. I would not call law enforcement unless the woman was drunk or high or there was some type of obvious abuse. One thing we know about this woman- she works.
We don't know that she works. Not everyone who files taxes has a job.
I don't see what difference it makes anyway. She left her young children alone in a car. That's unacceptable whether or not she's employed.
