I understand that ATT has a special Internet program for low-income people. The cost is something like $10.00 a month.

Limited income & home wifi is an oxymoron.
If he is mobile, he should find a place with WiFi to hang out, like a library.
I have a Verizon Mifi Jetpack device with 5GB usage monthly for $50, which I think is expensive.
It barely gives me enough access to read emails, dink around a couple of Forums, pay my bills & that's about it.
No downloads, no watching video's, etc.
