That neighbor has some nerve.
I would have turned the hose on him in a quick second and it wouldn't be the first time I hosed down a trespassing neighbor.

Perhaps he was trying to be helpful. If he meant no offense, than taking offense is on you. Aside from that, the best time to water is pre-dawn or after dusk so if it was at another time, you're wasting water and money.

That's well within proper watering usage normal circumstances.
That neighbor needs to MYOB; he's trespassing! His behavior could be considered a legal offense if it happens again (doubtful, but possible).

I would be indignant over this. No way some neighbor decides what I do to my lawn and garden with my sprinkler.
Have a concern? Certainly, tell me, and I'll decide if it's valid but don't touch my property.

Wow--that was pretty nervy-----would be a little annoyed myself--but I never watered my lawn after it grew when we planted grass---but then I am not a yard person, I think watering outside, except for gardens, is a huge waste of water---did run the sprinkler and "watered" my kids when they were little--my SIL, who I love to the moon--is a fanatic lawn/yard person--I laugh at her and tell her, she needs an intervention---

While I do not agree with what her neighbor did, this could be an issue of violating watering ordinances.
