Water extraction...a nightmare

I have a condo rented out to a 83 yr old nun. She pays partial rent, I cover the rest to have a good person in the condo. Last Sat night I was out of town on a family event, the washer hose burst and flooded her bedroom! A kind neighbor turned off the water & she called Stanley Steamer, I got the word and rushed back on Sunday.
A technician came Sat night.....extracted part of the water, scared her about mold, took $425 from her saying for $2,400 he could finish the job.
She didn't have the money......he left, she called the maintenance man.
He did ALL the work to dry the carpet, tear out carpet padding, fix washer etc.
I called Stanley Steamer to complain about the charge......2 managers insulted me, saying it was my fault for not being available, they had a right to their charges, everyone else was uncertified and will not be paid by insurance. They blamed me for not having them finish the job, still threatening that there is mold in the walls. A manager - who never saw the condo.
Of course, I will pay back the nun....no other choice.
Does anyone know where I can file a complaint for the excessive charges, and poor service?
