If I am ordering shoes, I always read through the description because it will often say to order up a size because the shoe runs small, order down a size because the shoe runs big or they talk about a shoe running more narrow or wide.

If shoes only come in whole sizes, you need to know whether to go up the half size or down the half size so obviously, shoes run differently.
