It means that the thread stays up (but has probably has some posts cleaned up), and no one else can post on it.

I just wish they would announce it at the start of the thread. It is very annoying and time wasting to read thirty or more posts and just when you are ready to put in your comments you find out you can't.

There are pros and cons. I like that I can still see what caused people to get their undies in a bundle, but I dislike that after I've read numerous posts, I find out that I can't make my comment.
