When a candidate runs for office and raises a lot of money - hundreds of thousands of dollars - then drops out of the race, where does the money go?

They can never raise enough money if you speak to one of them, it's probably already spent.

I know they can use it in another campaign if they plan to run again. I also understand that the funds can go to someone else's campaign.

Usually when they drop out it's because they ran out of money or additional funding.

I agree that the money's probably already spent. But it also seems like they can keep the 'fund' for another run, maybe (?).
I'd like to think that there is a more fair way that it has to go. I've never started such a fund, but I would imagine that there are VERY specific rules and guidelines.

Our Secretary of State had about $400,000 left in her campaign fund after she was elected. She was able to gamble a portion of it in the states' Indian casinos. Seems she has a major gambling addiction.

They can donate an unlimited amount to a charity or political party. They can also, within limits, make contributions directly to other candidates.
What candidates can’t do with leftover money is use it for personal expenses. (from here)
As for Dianna Duran, New Mexico's Secretary of State, she has been charged with fraud, embezzlement, money laundering and other crimes related to allegedly converting thousands of dollars in campaign contributions to her personal use in 2013 and 2014. (from here)
