I was recently at a store and there were VERY unruly children. The store manager told Mom she would have to control her children or leave the store. I later told the manager that she was my hero.
Whether in a fast food place or a fancy-dancy linen table cloth restaurant, the facility has a responsibility to make dining pleasant. After all the food isn't free.
On another note I have been in some clothing stores where the kids are so unruly they have come close to knocking over some of the older customers. Not acceptable!!

After having innumerable outings in restaurants ruined by obnoxious kids, with parents who do nothing, this seems minor.,

Post on the restaurant's website that your dining experience was unpleasent because of the ... and management did nothing to stop it.

@walkingal She also should have known better and had respect for others who were dining.
I have severe hearing loss and wear hearing aids that are connected to Bluetooth. My phone is always on silent mode as nobody wants to hear my phone pinging including me. If I were to watch a video in a restaurant,which I would not I would have closed captioning on so as not to disturb anyone.
There are people who think that they are the only ones in the room,restaurant, grocery aisle,etc.and nothing is going to change them, unfortunately.
My son and I went to a nice restaurant a few months ago and a woman came alone and had a book to read, which was great. However, she also had a horrible runny nose and cough that came up from her toes. She wore a mask over her nose except when she had to blow it- many times and pulled down the mask to eat and cough. Luckily,she ate and left. We didn't say anything to her because I don't think it would have done any good since she came into the restaurant sick. Fortunately, we didn't get sick.

@monicakm I know what you mean. I always take a book with me when I have appointments. And I have to chuckle -- I am always the only person reading a book.

Many places now have signs about your phone and speakerphone. I know how frustrating it is when I go to a nail/hair salon and usually find it a peaceful experience and someone is on their speakerphone for over an hour. Just plain rude and lack of manners. I did speak to the manager (quietly away from anyone) and she thanked me as a long time customer. Who knows if she will do anything but I expressed my thoughts.

What about people who were "partying" at home; and come into an establishment reeking of skunk? I don't know what "they" are putting in it these days (I've been told it's some sort of chemical); but if you do it, stay home. I know it's your right to do it; but it's my right not to have to smell it.
