Vatican City State is governed as an absolute monarchy. The Head of State is the Pope who holds full legislative, executive and judicial powers.
During a sede vacante (between the death of a Pope and the election of his successor), these powers  are exercised by the College of Cardinals.
The Pope is elected by the Cardinals who are under eighty years of age. He becomes Sovereign of Vatican City State the moment he accepts his election as Pope.

 It woud be very interesting to know what life she would have wanted to live if she hadn't been born into that family.   Of course, it's highly unlikely we'll never know who the "real" Elizabeth would (or could)  have been.


@Tinkrbl44, I am struggling to find some logic in your reply to my message.  Of course, anyone (including Elizabeth) has a choice in how they conduct themselves.  Not everyone conducts themselves with grace and dignity in life.  Why not acknowledge those who do?  I fail to see your point here.  OF course, no one could have foreseen Elizabeth's uncle's abdication of the throne, leaving her father to lead his country through a terrible war.  He performed his duty well and died an early death, likely caused by years of tremendous stress.

 

From all I have read, as a very young girl, Elizabeth wanted to live in the country and have lots of animals.  Well, she did manage to have lots of animals nonetheless.
