I'm in southwest PA area also. Many of my UPS deliveries also also filthy. I do think it probably occurs at the hub. The black stuff on the bags and boxes rubs off on your hands when handled and you must be careful lifting the boxes as the the black stuff comes off on your clothes. Today UPS delivered two boxes, both were clean, but the guy didn't even bring them up to the front door. I heard him arrive then a kerplumk. He dropped them off by the garage door. They weren't that heavy that he/she couldn't have brought them up the steps, I carried both up at one time. Must be a sub, most other drivers bring them to the door.

I won't say that I like to receive dirty bags, but I'm okay with them if the contents are okay.

If one only orders from Qvc or elsewhere once a month (or less) I would agree with you.  Many of us order much more than that and from many vendors that ship via UPS (giving us no choice).  Regardless of where I buy, the bags arrive filthy from UPS.  Yes, it's a big deal.

I get dirty bags almost every time from UPS. Some of them have so much grit on them, I can shake it off. It's not just one UPS hub. Mine go through several places to get to me. Yea, I've seen those tracks and gray marks all  over the packages. Why I didn't complain, I was at a chain clothing store, they receive all their mdse through UPS, and the manager I knew told me that all their packages (store distribution center in OH) come the same way. I was picking up an online order and it was as bad as the QVC packages. The manager complained to the UPS and it stopped somehow. I guess she got the home office to do something about it.

 

QVC box I got today, it's grimy, oh well.

I never thought to complain, though, seems UPS needs to do some housekeeping chores.

My UPS guy is nice enough and competent, but probably doesn't realize I can see him from my desk when he comes to the door.  I've never seen him relieving himself, but he's always yakking on his cell phone!

I haven't read any post that inferred dirty bags from UPS is a world crisis. Still there is no reason why one carrier in my area continually delivers filthy, beat up bags. I think retailers should know about the condition of their packaging.
