The rates do change back and forth all the time.

There are actually quite a few places that are only 1%. Evine just rejoined Mr. Rebates and they are 1% too as is Target.

The constantly changing rates are a challenge and most places were disappointing this season. A lot of places where I shop aren't on either site.

I also receive these percentage cut offers from HSN and have used them often. Any incentive that cuts costs is helpful and useful!!

99% of the time I use Mr. Rebates. I get what I get. I have no desire to start accounts at 5 different rebate sites and have to enter my personal info. to have checks deposited or paypal payments made, etc. That's just my own personal thing.
