That would be something you would not want to put in your car. It's bizarre people are using gas to drive long distances to buy gas that is a nickel less per gallon than the gas stations near their homes...lol. And they are waiting in lines that are miles long. The good news is that in this area gas prices are coming down. Obviously there was some price gouging going on.

California legislators are trying to provide relief to drivers facing $6 prices. On Thursday, representatives announced a plan to give every Californian $400 in the form of a gas tax rebate. People don’t have to own or lease a vehicle to qualify.
The $9 billion proposal would be funded by the state's current budget surplus. Everyone, regardless of income, will qualify for the $400 rebate as long as they pay taxes.
A competing proposal to suspend the state's 51-cent gas tax for six months failed to pass on Monday.
I'm from Southern California, and I always get my gas at Costco. I get my oil changed every 5,000 miles and I always go to O'Rileys and pick up a container of Fuel Injection Cleaner and dump it into my gas tank and I am just fine.
On to the Tax refund question. I would have preferred if they suspended the gas tax for six months versus getting a gas tax rebate for $400.00.

This is the problem, why do you not have to prove you have a vehicle? The state of california has a 9 billion surplus budget? Don't think so. Somethings fishy here.
I am from California and we actually do have a very healthy budget surplus. I am still not for this proposal. I have already stated that I would prefer if they suspended the gas tax.
