I agree with mailing them a nice note letting them know about the problem and that you did try to stop by and meet them. If you get no response then I would just go with the black out curtain or shade. It's not worth making trouble over if they are not friendly.

Turns out it was against the city ordinances. They had to reduce the wattage and lower the poll, the city had them screen & paint around the side of the fixture on our side. Not perfect, but better.
Same thing happened to us with the high pole and blaring light, along with an loud smelly dirty business being conducted illegally because of zoning ordinances.
After years of trying to get something done about it, county finally forced them to leave, power company cut the power lines to their property because nothing was up to code.
we get to finally enjoy our evening starry sky without glaring ugly lights shining in our eyes and in our windows, finally breath air that doesn’t stink from toxic fumes, and not have to see an awful mess every time we drive down our driveway.

@lovesrecessplease let us know how this gets resolved. Also, if you check the assessors office online for your area that is all public information and it will give you the name of the owners by entering their address into the appropriate fields on the assessors website. They may be renters; at least you'll know who to address your complaint to because the complaint should go to the owners. Next speak to a neighborhood arbiter and hopefully one exists. Do you or your husband get migraines from the intense light? It's a shame you can't use your patio either. It's definitely a quality of life issue and needs to be addressed.

What about placing a large mirror to reflect their light back to them? After all, they want their area well lit, and you are ensuring they have all of their light.
