Our mail is routed thru the main post office in the county seat. The phone number that is published, rings on the desk of the postmaster, and if she hasn't answered after 3 rings, hang up and try again later. When I am in that post office, I see her moving around, and know she doesn't just sit in her office.

When I really need an answer, I call one of the smaller post offices after 10 a.m., once they have put up the morning mail.

I've never had anything but good service when I go to my local office.
