Well, that "entitlement generation" goes back at least 40 years because there was always someone who was chronically late throughout my entire career.
My job and those I supervised were exempt employees We did not clock in or out and we were expected to work to get the job done.
There were core office hours that needed to be observed, but no stringent time when people had to be at work. If you arrived within 15 or 20 minutes of your elected start time, it was OK. Most of us worked through lunch and stayed beyond 8 hours. When we travelled, often we were flying on our own time.
Holding to a strict time schedule depends on the type of job you do. Some are flexible. Some are not.

When I have been at work for 12 hours and I'm pretty darn tired but can't go home until I am relieved it most certainly IS my business.

This is totally the fault of spineless management and affects the morale of the entire workforce at the location. She wouldn't have lasted 3 days where I worked. After a couple of warnings, she'd be out the door and ineligible for unemployment insurance.

I am late everyday. I also do not take lunch, commute into the city, stay late,work on the train, weekends etc.
I could give a flying you know what, of what my co workers think. I do not take an hours worth of cigarette breaks or hour an half lunches. Or leave early because my boss is off or working from home. As my coworkers do because they feel entitled because they come on time.
My PA's are always awesome and this is never mentioned because I am a valued employee and my boss knows I can be counted on. So if I come into work late who cares. It is nobody's business.
Did I mention I am always the first to volunteer on projects, work assignments that nobody else wants to do? Get my point in the significance of things being on time is not one of them.

If I were her supervisor, I'd consider offering her a later start time (and end time, of course). Assuming this was OK in terms of office operations.
