It probably was a knock down.
The only thing glaringly different would be the roof and the wood on the house.

I am wondering if the new house just isn't painted yet? That is bare wood - unless there is another picture hanging around.

I think we need a road trip and drive through the area...sometimes you just have to be there...then we could make a better call. Of course as I said rules are rules...so still think it trumps individualism.

Neither looks like a house to me. And the green one looks like it slants down toward the road. Is that just the angle?

The wood has to be treated with stain or paint. I'm thinking it's going to be stain to let the grain show.
One of the articles had an architectural rendering of the completed house. The wood didn't look painted.
