Scams like this depend on people's greed.  Once they see "compensation payment" that is all they see.  $$$$  They can't see that it obviously comes from some foreign source.  You can tell by how it's written and the bad grammar.  It's ridiculous.

@Spurt : I received this same email a couple of weeks ago. It came into my Junk box. I forwarded it to these 2 government websites for email fraud:

 

spam@uce.gov

phishing-report@us-cert.gov

 

I then forwarded it to the specific website for postal inspector fraud, and then deleted the email.

 

spam@uspis.gov

 

I hope they can track down the scammers!

I go through my emails and dont open.  I delete from sound of header.  I havent been wrong.

It's obvious that this letter is nothing but a scam, but I'm sure they'll find someone who might fall for this.

I'm not giving anyone personal information or money.  Don't care what they say.  They'll have to send law enforcement to pry it out of me.  LOL

This one actually made me LOL, there were so many grammatical errors in it.  As I read it, I could actually "hear" the accent.
