For regular paypal you just link a debit or cc card to it. Then when you make a purchase that accepts paypal that card is available to use. Paypal credit is a line of credit this is through Synchrony Bank.

It sounds like a phising scam....
I'd call Synchrony Bank & Pay Pal directly using the number on their website and ask what is going on.......

@fthunt Most banks offer the opportunity to keep track of your credit score on their sites. Why not check it and see if there was a recent credit application on there. If so, you can contact Experien (the usual reporting agency cited) and find out who, when, how and so on. That might be another way to find out
