Ours changed to 9am too. Used to be 8am until they ""remodeled"" the store recently.

Funny you mentioned their store hours. I rarely shop at Kohl's but decided to stop there yesterday. It was about 8:40am. It was closed and opening at 9. I didn't know this was something new I just figured they must have changed their start hours months ago and I didn't know.

Perhaps they changed the policy yet again but the Christmas before this last one, I was buying something and I had a 20% off coupon plus I had Kohls cash. They used my cash but I didn't get the 20% off. When I asked about it she said I was already using free money so I couldn't get another discount on top of that. And she said there was no way for her to override that. It happened to my relatives as well and they were a couple registers over.

They need to have one policy for all stores and stick to it. It's not fair.

Our stores in my area are 9:00 except on Saturdays which is 8:00. I don't know if that is a change or not.

Hmmm, that is strange. The stores in my area will take off the kohls cash first and then you get the discount from the coupon on the remaining balance, which makes sense to me. The thing I dont like most about Kohls is that they leave decisions up to the individual cashiers. Why should they have a say whether someone gets a discount or not. That makes no sense to me. Needless to say, if I have an issue, I take it up with a manager but mostly go and talk with customer service. I agree policies and practices should be fair and consistent across stores and, most definitely, not left to individual people.
