Yes, it's legal & the PO has rules you must follow. There is a rescue farm in a near by town & they had several fancy young roosters & chickens shipped overnight that were going to be destroyed. My neighbor had bees shipped for the hives he built too. I don't think its cruel at all as long as they are securely boxed & handled with care.

People have done this since the middle of the last century as far as I know. Chickens, bees, ducks etc. If the losses were great they wouldn't do it.
My grandma got her chicks this way and they always seemed to be fine.
I know in the 70's a lot of people in town got chicks and never complained about them being in bad shape.
I think people who do this know what they are doing.
