In my opinion it doesn't matter whether you answer these calls or not.  

 

Whether you have a landline or cell phone, your provider shares lists of their active phone numbers.  Any call that goes to voicemail/answering machine is regarded as an active number.  

 

Whether the telemarketer works by list, or robocall, there are only certain circumstances where a phone number is taken out of their system.  Even unlisted landline numbers are not spared from robo dialing. 

 

The Medicare related calls are the only ones I'm receiving now.

Why are people even answering these calls. Let your phone screen the calls.  If we don't know the number, we don't answer.  If important the caller leaves a message.

We primarily use our land line.  My cell phone rarely gets calls. So much better reception  from our land line. No dropped calls or cutting in and out.  Will never get rid of our land line.

@ManyMeows Too bad that I can only ❤️ your post once. You hit the nail on the head. In addition to not answering the phone if you don't recognize the number, if you have an iPhone you can enable the feature that blocks unwanted callers. The phone will not ring and the call will go right to voicemail.

A while back I recall reading that the problem the FCC was having dealing with spam and robo calls is that spammers don't use phone lines. 

 

They use the internet to call us, which the FCC can't control.  That's why they continue.

 

I hope someone comes up with a better way.  In the meantime, let Caller ID be your guide.
