I feed the birds and have for a long time. All we have around the feeder at times are squirrels looking for dropped seeds.

I had a similar problem with a couple squirrels eating bird seed. Sprinking a little cayenne pepper didn't seem to make any difference.
What helped considerably was putting out the white Safflower seeds .... it's a bitter seed that squirrels won't eat. Birds gobble it up. I don't know the "rat situation" with this seed. Best price for Safflower seeds is at Walmart.

Where there is one rat, there are many. The recommended solution is usually to remove what attracted them in the first place. And you can try a humane exterminator, but I don't know if they can do anything.

There is someones young cat that comes to where i feed the birds,i wish people would keep their cats inside,i don't want it killing the birds,but do not want to do anything to harm it ,so many cats go missing all the time here.

Lol, that's what my brother said when I was killing ants when I was under 10 years old. The only way ants mosquitoes mice snakes Etc survive on my land is if they have an invitation.

@goldensrbest Kitty could be a stray. We have them around here but there is a spay/neuter/release program here, thankfully.
