I'd call constantly until they move....lterally everyday. They can't/shouldn't get mad at you for calling. That's what you're supposed to do.

If the alley is blocked, call the police again.

 

Otherwise, let it go. There is no need to disturb the homeless unless someone is damaging your property or causing others harm.

Boy, I feel for you!  That is not safe for you and should be illegal!  It is a hazard for you and others around you.  By all means, call the police again.  Tell them that you are not only afraid by these people parking themselves where they are and also if emergency vehicles are needed, they will not have access.  Also, I would contact neighbors and have each and every one of them call the police and voice their concerns.  This is the kind of thing which if not addressed and taken care of, soon gets out of control!  One need only look at the news and see this type of thing happening all over the country.  I really hope you are able to get this situation resolved and I can well understand your concern, anxiety and fear.

@Anonymous032819   I'm late to this thread but I'm glad the issue has been resolved.

 

Next time, and hopefully there will not be a next time, call the fire department.  The safety issue regarding fire hazards would be important and they will respond accordingly.

If it should happen again along with contacting law enforcement, contact your councilperson or your county representative.

Good that they have moved on.  I was going to suggest calling Code Enforcement for the city.

@Anonymous032819 ............As long as you dont use the alley, just ignore it.  When a police officer or ambulance cant get through something will be done.  The homeless have more time and patience than you do.
