For the cost of the item, it doesn't seem worth it to ship it back.  Yes, you can repair sweaters.  I have done it many of times, like when one of my pets snag a sweater I had on.

I'm not a knitter but am a pretty good seamtress. I've fixed a number of holes in sweaters over the years.  Just find the same color in thread and catch all the loose loops and tie off. Frequently can't even see the repair ( I would absolutely do this on an inexpensive sweater).

Purchase embroidery floss in color closest to sweater.  Depending on weight of sweater use 2-4 threads to pull sides of hole together.  (I usually go one direction until hole together, then I go opposite direction in and out of previous thread ... a kind of weaving.)  One improves with practice but if its not a large hole,  it will be easy to fix.

@bonnielu I wouldn't bother taking it to a cleaner to see if it can be repaired.  I would try doing it myself otherwise since it was only $15 and not worth it to send it back, I would donate it.

I don't buy from Blair anymore because of the declining quality. Their items are reasonably priced but the shipping is extremely high, and the return shipping is still outrageous, a customer and said just keeping the item. Customer service was nonexistent around Christmas time. I would try Customer Service, and ask them for a return at their expense.

she said the sweater was oversized and the hole was below the waist

there is probably someone who would get good use out of it and wouldn't mind the hole 

a homeless person may be able to wear it till it is dirty and throw it away  it is almost new

@Silver Lining If you were cold and low on food and shelter a hole in it would not be an issue for you.

She said she could donate it which I thought she meant Goodwill, Salvation Army and other places that sell or give clothing to whomever needs sweaters and other clothing. They don't accept clothing with holes. Yes, if someone was cold, hungry, low on money, desperate or otherwise suffering, I think most of us would try to help them. I have  respect for them and would not knowingly give them clothing with holes and neither would charitable sources. If the person still wants it, they are welcome to it. That's all.
