What's the possibility that the vendor did not package well to begin with - that's not standard Amazon packaging I see. The PO at some point had an empty package --that's what OP took a picture of - so that explains that part of the mystery.
The rest? Either some issue with the product as many have noted or a thief somewhere along the line.
I'd contact Amazon.

I haven't ever received an empty package. Recently, though, I received a package where the box was open. On the end that was opened it obviously hadn't been sealed. The package was kind of banged up, too, but the item was fine. It was really strange to receive an open package.

Happened to me about 2 weeks ago. My Q necklace was supposed to be delivered and I got an empty envelope. I almost looked like the top of the envelope was not sealed. Q made good and sent out another. Deb

several years ago I recieved an envelope from QVC in the mail and it was empty.No shipping label and it appeared the flap had never been sealed. It was supposed to be an expensive piece of gold jewelry. I called QVC and they said they would send it again. In the meantime to hold onto the envelope. In a few days an inspector from the post offiice came by and asked if I had the envelope , which I did give to him. The post office has to inspect any insurance claim that is over a certain amount. They took the empty envelope and I got my replacement piece in the mail, no problem.

I know this doesn't answer your question about receiving an empty package but maybe it gives you an idea that the vendor may not be reputable. When items are found "loose in the mail" they are held for a short time to see if anyone claims them. You should check with your local PO & have them do a MDC search.

Hairspray is flammable also. Nail polish & remover, thermometers, hand sanitizers, paints, aerosol cans,etc... I'll bet almost everyone on these boards has received these items & they were mailed illegally.
yes, it is illegal to send them through the regular mail.......anytime i order these types of items they come via UPS or other ground services.

i had it happen a few years ago with a jewelry item also that i had ordered from QVC. it was one of those brown packages and it did look like it either wasnt sealed or was slit open. the packing slip was inside, a crushed box, but no sign of the ring i had ordered. customer service at qvc took a report and shipped out a replacement right away.

I've never received an empty package, however just a few weeks ago I ordered an item for my guinea pigs from an Etsy seller. When the order arrived it was completely sealed up, no visible opening whatsoever.
Upon opening it I noticed another small package inside. I thought maybe the seller had just sent me a little thank you gift. Frequently the Etsy sellers will do that.
This extra item was packaged and sent from Minnesota but my seller was in Pennsylvania. This item came from a paintball seller.
I contacted my seller and sent her a picture of the package and she was completely baffled. She said she did not know the person the package was addressed to and she had never seen that package before.
I have no idea how it ended up in my package and even my UPS guy could not explain how an unopened package could contain another item meant for someone else. I will say that the intended recipient also lives in my state but at least 50 miles away from me.
That is one mystery that will never be solved.

Yes this has happened to me from QVC, HSN and eBay. Recently I placed an order from Amazon for liquid leave in hair conditioner and they sent it a flimsy bag with no protection by usps parcel mail. It took 2 weeks to get to me and went I received it, the contents were all over leaking inside this flimsy bag and the cap was broken completely off. Amazon sent a replacement by UPS overnight in a box like they were supposed to the first time. I couldn't understand since I am a prime member it didn't arrive in 2 days like it stated on my order.

To the OP the USPS will confiscate any liquid, perishable or hazardess material that is sent first class so most likely they opened it and just sent you the package so you can get a replacement sent. It's the company's fault.

Maybe, but I've never known the Post Office to not officially reseal an item (package or envelope) with a label explaining why it was opened (or resealed). I've received several things over the years that had to be resealed by them and it's always with an official label.
Plus, the OP's mailer looks like it was torn at the bottom. The USPS wouldn't do that and then just leave the customer to figure it out.
