Obviously with him insisting he needs to go to the hospital every few days instead of being in prison where he belongs, he came in contact with the virus.
Prisoners should remain in jail; they're probably safer there from this virus.
He got tested because they had an outbreak and need to immediately isolate anyone with the virus before it spreads to the entire jail.
Prisoners remaining in jail are not safer from the virus if it's in the jail with them. They live in close quarters and can spread the virus to the entire population. And if they get very sick and need ventilators, they may be moved to any hospital that has them.
It's in everyone's best interest not to have a viral outbreak in any jail or psison. That's why some places are letting low-risk and non-violent offenders out early. We don't need a guy busted for marijuana possession to get sick and pass the virus on to 60 other people until it multiplies exponentially.

Yes, I can understand now why testing would be important in a jail setting like that. It's an exception the rule.
