I was wondering the same thing. Since we have no human kids, seems like they have changed the word "passing " to the next grade to "graduating". No report cards, just graduation certificates.
My record? Not 1 single graduation ceremony for me. But I did "pass" to the next higher class.

Graduating from grammar school to middle school. And yes they still get report cards. Sorry you had no graduations, they mark passings in time. I've had three: grammar school, high school and college.
During my school years there were only "grade school" and "high school", and that's what they were called. There were no "grammar and middle". My No Report Cards was a misnomer, sorry bout that.
No need to be sorry, the issues I had were all brought on by me. Summer school got me out of "grade school" and "sophomore to junior year". These marked my passages of time.
The United States Army gave me my GED. Not 1 ceremony involved in any of them, but I am not a ceremonial person. After serving 6 years, this marked my passage of time. The last moved me to being a Military Veteran.

Guess school districts can call these ceremonies whatever they please. Times change. What does it matter in any case, they're moving on be it a promotion or a graduation. Not just one graduation, I graduated from college as well.

I'm not a fan of the disclosure by the teacher that this child is a foster child but I am also not going to guess why the foster(s) were not there. I don't know them or their story.
I hope this child will have a good life and a bright future. As long as there will always be people to care for her she will be ok.

@KingstonMom Why not? A reminder of what some children experience, to me, matters more than all the stale hen clucking about others in the news.
Perhaps some of these stories will prompt some to help out in
real life instead of sitting around here yakking about insignificant...um... gossip.
