I will try emailing the QVC social team to see what they have to say about the problem..thanks.  It seems like other people are having the same issues..thanks

Just received an answer from the QVC social team...the billing/ finance department are doing a large system upgrade.  This has caused some issues wiwth the billpay.  They are working on correcting the issue as quickly as possible.  We shall see.
