Dalton eye liners

Im sorry to bother you but I feel very inept  I bought the set of 6 eye liners from Doris  I like them but cant figure how to move the liner up  Ive twisted everywhere and nothing advances.

I thought these liners had a sharpener at the end of the pencil. Twist off the end cap and the sharpener is inside the cap.

@mollymaggie- I think you are asking about how to get more lead out of the end of the pencil.  What you do is push it, pump the pencil case at the tip end and more lead will come out.  Then you can put the cap on, twist it, and it will sharpen the end. HTH!
