There are plenty of things that are legal but most would find distasteful if subjected to them out in public. Picking one's nose, eating mashed potatoes with one's hands, failing to cover a yawn, passing gas, not using their napkin...
Perhaps most find nursing a baby nice or are neutral having no feeling one way or another but there are others who find it disgusting. They see a baby drinking bodily fluid not a mother bonding, nursing her child.
Personally, I'm neutral, having no feeling one way or another when it's a baby. When it's a six year old being nursed, that to me is off-putting.

I breast fed my son. If I wanted to go someplace very public, I pumped a bottle first. If I didn't have a bottle, I fed him discreetly. I never had to expose anything but I would not have chosen to do so anyway.

It is a natural thing. It should be allowed anywhere. Of course you should cover up. Please don't take us back to the dark ages. But it was even done years ago. I was not there but heard that my grandmother nursed her baby at her wedding table.

Feeding an infant is not against the law. The scenario you are describing @Tinkrbl44 is against the law and there is really no comparison.
This has nothing to do with legality. My response was in large part to those that said breastfeeding is "completely natural" and therefore should be allowed anywhere. IMO, there are many acts that are "completely natural" that should not be done in public. Sorry if I was unclear.

I just saw a car today with a sign on the back window that said "Boobie Baby On Board". And the *o's* were boobs. (Round with a dot in the middle.)
I've seen women nursing before in public, but never even saw a bit of flesh. They were very discreet.
I took nursing my children very personally, I guess you could call it. I never nursed in front of anyone, not even in my home. I always went into the bedroom where I had my bentwood rocker and did it there. (I remember my MIL always having a fit because I guess she thought I was being too modest. Lol)

We seem to be one of the few countries where this is such a hot topic. Breastfeeding either with or without a blanket in most of Europe, Australia and South America isn't considered a big deal. I have seen many women breastfeed without a blanket while living in Australia (as is the norm) and I have never once seen full on ****** and sometimes I didn't even notice they didn't have a blanket because they do it in such a way that you couldn't even see much.
While breast were obviously intended for the purpose of feeding your child, they are sexual too. It is ok, they can be both.
I have no problem with a women breastfeeding in public either with or without a blanket. Quite frankly the only people I know who make a big deal about it are young boys. Most of my friends are mature enough where it wouldn't bother or insult them if a woman did it without a blanket.
One thing I have noticed about living overseas is that it is such a bigger deal here than it is anywhere else. People take that is stride over there along with nude beaches. It just isn't a big deal. Americans have no problem with watching a tv program where 30 people get shot in 30 seconds but if there is a nude breast on non cable channel, forget about it. Remember the complaints about Janet Jackson nipple? It happened so quick most people couldn't even see it but that didn't matter. People lost their minds. Before you say I am against guns, I own several and have a conceal carry license.

We’re the only westernized country that actually has to promote breastfeeding and have advocates for it.
Most other countries believe advocating for breastfeeding is like saying you advocate for brushing your teeth.

I don't want to see unattractive naked bodies on a beach. If I did, we have nudist camps here. I don't care for being grouped in Italy and bull fighting in Spain is obscene. Indiscreet breastfeeding is crass anywhere.
