BIRTH CERTIFICATES

My daughter had a baby in July and never received her birth certificate. I tried to call vital statistics and I really didnt get a chance to talk to anyone, all recordings. My daughter order one on line 3 weeks ago for $20. She did not receive that one either. Does anyone have any advice?
