You are an american. We don't leave our kids anywhere alone. In other countries they do. For example, in some countries it is customary to leave your child in a carriage to sleep outside in the fresh air.

There are cultural differences that may seem odd to us, but are common in other places.

@Lakelife62 Never heard of that, what country is that? And what you're describing is a whole lot different than leaving a child unattended in a shopping cart in a busy Walmart. Also, how do you know this woman is from another country?

How does anyone know the woman was the child's parent or guardian? In this case one can only assume based on what they sensed. 

I don't fault the OP.  I think most of us try to do what we think is the right thing depending on circumstances and what we know at the time.
