I have talked with Customer Service Reps there a few times. A couple times it was to ask about returns or refunds. When I asked them if they could pre-order a defective item, they told me no.

 

They would refund my card, or put in the amount in my account via Amazon Gift Cards. Told me to wait a couple hours or more, then I could go pre-order and use the gift card.

 

Just my experiences, not 100% sure it's the only way to order. You can call their CS and ask.

I haven't heard of being able to call and order on Amazon. However they do have direct shipping so you can order for your Mom and have what she wants or need shipped to her.

She probably hasn't got one sice you say she had no computer or tablet, but you can place orders through Alexa.

No but you can order for her.  My sister was legally blind, I set up an Amazon account for her and I ordered for her.
