Unfortunately, it's who you know and not what you know in some situations. My home town was like that and still is is some instances. At one time if you wanted to work for the school district you had to buy yourself into the job and know someone high up in the chain, who could speak for you. That was even true for state jobs at the capital at the time in the 60's and 70's. One had to apply for a job of any kind through your local political representative for your party. Good luck, things indeed need to change.
