Amazon can delete books from your device or add books to it as a part of the user agreement if you connect to wi-fi. They can also push books to your device. That's how the User Manual gets updated every so often, with a content push, and how books get corrected for typos or mistakes in content.

You can turn the automatic update off.   There's also a lot of books that don't work that way anyway and you have to do it from your contents page.
