You may not like my answer but I use a simple brow pencil.

ELF retractable pen, no sharpening needed.

One end is the brow brush the other is the pen and I use taupe.

It's easy, soft, and stays!

I color my brows every few weeks. 

My hair was dark brown but I quit coloring & it is like an ashy blonde/grey now.

My brows are mostly brown but I get some greys so I color them with Just For Men Blonde.

I appreciate the suggestion.  However, I am afraid I would make them look worse.  I heard that this stuff can be quite dark at first and then I would be walking around looking strange.  Also, my skin is really sensitive.  I can't even tolerate the wax that the woman used to use on my brows.

I agree!  I prefer brow powder myself.  I like Benefit Brow Powder, RMS Back2Brow Powder as well as IT Brow Powder, although it's been discontinued.

 

I alternate mostly between Benefit & RMS.  I hope you find one you love!

It depends on how much hair you have on your brows, but I don't think everyone can get the right effect with just one product.

 

Personally, I like a very neutral pencil first to draw the shape, and then use a neutral mascara to brush the hairs into place ... and THEN I use a powder.

 

Anyone who can do it with one product and get the desired result ... I'm jealous.

I agree with @Tinkrbl44 about needing to use more than one product. My elderly brows are very light brown, sparse in places, like my brow "tails" have about four lonely little hairs. 🥹

First I use a Benefit pencil to color and define. Whoa! There they are! Now that the frame is in place, I go over them with Benefit Gimme Brow in number 3. It's a light neutral taupey color. This adds a "little" fullness and depth. 
Sometimes if I'm feeling bold, I use Gimme Brow in Grey.

I remember reading about Anastasia brow powder being very popular.  I don't use it myself though.

Every once in a while I see a storefront for a business that does just brows. 

 

This surprises me.

 

Even if they are very good, how can they possibly get enough business to just cover the rent and utilities?
