I use eyeshadow as eyeliner all the time.  Some you can wet, some won't dry right.  So be careful with that.  Test on the edge of the pan.  I use a few different brushes, depending on how I want it to look.  I think the main thing I would advise it to blend it a lot.  If you use too much or don't blend it, it can get messy.

On the top lash line, I just kind of rub the eye shadow into my lash line with a stiffer brush and then use a clean brush to smudge it.  A few of my eyeshadow stick have a smudger stick at the other end.  Those work great, as does a Q tip.

On the bottom lashes I use a light touch, I don't want to smash or clump my bottom lashes.  And it's alway a lighter shade than what I put on the top.

Yes! They are usually called "sealants" I think. Make Up For Ever has one, as does Inglot.
