This sounds like fungal acne, which is fairly common, bumps under skin that don't go away. There is treatment, just google it, or better yet check out YouTube videos. Can try self treatment or go to derm if not responding well. I'll try to see if I can attach a link. HTH.

Glycolic acid is good and for the tough under the skin ones that don't come to a head the Mario Badescu drying lotion has also helped me. But, a dermatologist might save you money in the long run once you know exactly what it is. If it's something you've had for years and doesn't bother you too much then maybe not. It doesn't sound dangerous, just maybe not enough cell turnover. I've had one last for months and months.
