Well, I would consider it neutral.  I'm a light neutral.  I'm not fair but my face rarely sees direct sunlight.  Obviously it doesn't have the same punch as a brightly colored blush.  It's subtle but there.  It goes on a little darker than the image on my desktop computer monitor.  Here is the website's description:

I've never understood the appeal of using lipstick as a blush.  Seems like lipstick doesn't blend well and by the time you rub it to blend in, you've rubbed any foundation underneath away.

@San Antonio Gal  I can see this working with a creamy lip color. I would tap it on rather than rub.
