Because you probably don't apply the necessary amount of SPF if it is in a foundation.

There are many foundations with sunscreen in them.

I agree. I've recently starting using the IT CC Cream with SPF 50 because I was hoping to get away with cutting out the extra step of SPF. Good news, bad news - the coverage is so good that I only need one pump to cover my entire face, however, it's certainly not enough SPF protection. So I continue layering my Elta MD over my treatments and moisturizers, but before my primer and foundation. I wouldn't feel fully protected without it.

Yup. Totally agree JLF. Sunscreen is the last thing you put on before you begin to apply makeup. Paula's Choice website has some tutorials on this sequence.

Thanks to those who answered for me as I have not logged on for a while. Yes---the Peter Thomas Roth or ColorScience powder sunscreens. I have both and like them both for reapplication over makeup.
