I don't know if stress could cause chapped lips or not.  But I can tell you what gets rid of mine on the rare occasion (like right now) when I do have them.  I rung out wet washcloth.  I buy white cheap rough washcloths from WM.  I think they are actually considered dishcloths but they are the same size as a washcloth.  I scrub back and forth till they feel smooth and then apply my lip mask.  I've been using Tatcha's for a few years.  I guess it's the colder weather and occasional use of heat in the house.  I use these washcloths instead of larger smoother ones because they are good at exfoliation.

Have you been eating strawberries by chance. My sister has a reaction to strawberries that makes the area around her mouth sore. Needless to say she’s stopped eating them. Other than I would suggest seeing a dermatologist or your family doctor. Good luck! 😊

Chapped is one thing but fluid filled bumps is something you need to see a doctor for!  You can easily pick up things just using a shopping cart, especially if a child has an illness like impetigo for instance.  I use vicks on my lips at night, just an fyi!

I use Aquaphor's 'GIANT healing balm stick'. It works for me.

 

The big stick here can be used on lips, too. Says it on the label on the back.

SLS,free toothpaste, it helps with this problem. And yes,dr.dans lip balm.

it could be from your toothpaste. It could be causing contact dermtitis. You may want to switch to a gentle childs version of tooth paste to see if it helps.  I would try an olive oil based cream or serum in that area.

If you have small, fluid filled bumps, it could be a fever blister (cold sore).  I get them frequently.  You said you have been under stress and stress brings them on.  

 

That could be a whole separate issue from the dry lips.  I have dry lips as well and use either vaseline or aquaphor on them, but they continue to be dry.  Some people claim drinking more water would help.

Fluid-filled bumps on or near the lips are usually caused from the herpes virus, also called 'cold sores' or 'fever blisters'. They can appear anytime and especially when your immune system is down which is stress/sickness related. Irritation from things you do or use can cause them to occur. The fluid inside the blister is contagious and it can spread the virus to other areas on you or on other people.

 

Toothpastes, or some other products, usually don't cause blisters but can cause sores. Totally different thing. However, the toothpaste might be a stress factor causing the cold sore outbreak.
