i don't understand the health issues.  Yes, color has chemicals, but once it touches your scalp, the chemicals are already in your system.  It is not the peroxide used in permanent color that is bad, it's the other ingredients including the pigments.  Those ingredients are in Demi and Semi colors too.

I was hoping that someone with pro experience would stop by.  

So the key would to make sure my hai is completely dry,  after the perm color but before I apply the demi.

As I also mentioned in my OP, can I use two different brands if necessary?

i.e.:  Revlon Colorsilk for my roots and Clairol Natural Instincts for the rest.

Yes, you can use two different brands. 

I would never mix two different brands in the same bottle at the same time though. ( some people use two or more colors in the same bottle to customize their hair color)
