Are you using a cream or oil with retinol in it? Because if you are and you get too close to your lips, this is exactly what happens (I know because I did it *twice*--blisters, cracking, swelling, and unbelievable dryness). You have to stay FAR away from your lips (and eyes).
I use Blistex Daily Conditioning Treatment in the pinkish tin. It has SPF and I use it several times a day. Awesome stuff.
Meanwhile, good luck! Sounds really painful.

Don't use any of the ones with menthol or that say medicated. These messed my lips up really badly. And if you are having peeling, etc., you have to treat them gently, so don't exfoliate at all. Use a product like Carmex. At night you can use an ointment like a cortisone. Lay off liptsticks until you get this corrected.

I too just starting using EOS lip balm. I have one in my car, bathroom, bed nightstand, kitchen. I am using it all the time. It has really helped my dry, chapped lips. I use to wake up with a thick crud on my lips every morning. Not anymore. I guess the key is to use all the time.

I use sugar/olive oil for a scrub once a week. I use Rose Salve daily.

If your skin is damaged, you should avoid scrubs until your skin has healed. If you've tried all these things and nothing works, you should be looking for a cause. Others have said toothpaste or retin treatments, and I agree, it could be those. Examine your skin care and hygiene routine for any changes you've made recently that could cause it.
I would avoid cortisone creams or ointments on the lips unless directed by a doctor.
I would look for something simple that is unscented, flavorless and colorless, like Aquaphor. Use that as often as possible and use only that. If you try too many things and you get worse, you won't be able to identify the cause among the many new products. If you have flakes on your mouth and really want them gone, you can do it without a scrub. Put some aquaphor on a wet, warm washcloth and gently buff some of the flakes away. Avoid lipsticks until your heal.

The only thing that has worked for me is Palmer's Cocoa Butter Lip Butter. It comes in a tube and is Dark Chocolate & Peppermint! You can look for it at Walgreens, etc and they also sell it at drugstore.com. Not expensive at all and it works!

Egyptian Magic works for me. It has olive oil, bees wax, honey, bee pollen, royal jelly extract and bee propolis. Plus it's made in the USA. It's sort of solid but melts to oil consistency on your fingers. I use it on my lips, hands, and elbows.
