It doesn't matter if the SIL was going to resell the bottles or pour them out her window. She bought the stuff fair and square.

I use Aveda and order from them frequently and I have never had this happen. I am sorry that they responded like that to you. I ordered a large order last week when they had a sale and mine came perfectly. I wonder what could have happened?
